got the grail to a city a no pop-up about building structure.

(0001928) Tow (developer) 2011-08-24 17:10	I'm unable to reproduce the issue. Can you provide a map and steps leading to the problem? Remember that pop-up offering to build grail structure appears after clicking on town hall only if: a) grail structure isn't already built b) visiting hero has grail in backpack c) grail structure isn't set as forbidden in map editor (that however should trigger another popup)
