0000423: Hero "Christian" has tactics accept "Artylery"

I didn't check if other hero are correct because I think that there should be easier way to do it then choosing every hero as the starting one.
Maybe programmers can do it comparing some files.
I've added how it should be, which secondary skills and starting spells.
