It doesn't look as fullscreen mode at all. Window frame is still present.
Either you didn't switched it or VCMI failed to switch (but then it's different issue than described)

So I don't see any bug here. It's expected behaviour that taskbar overlaps windowed application.
I think many people would perceive as bug an opposite: overlapping (and making thus inaccessible) taskbar by VCMI.

The issue is that a part of interface is invisible and I can't scroll adventure map by pointing the edge of screen.
