0001931: Hard crash when finished map/goal!

Description

Server(?) crashes after victory.

Steps To Reproduce

Load the attached game.
Enter hut with hero.
Press next turn!

*KABOM* ;-)

Additional Information

layer 6 starting turn
Our heroes don't move anymore, exhaustive decomposition failed
CPack serialized... this should not happen!
Cannot apply on GH plain CPack!
Got false in applying... that request must have been fishy!
