0001277: Up/Down arrows and mouse scroll functions in the Recruit Creature window should be reversed

Description

I find the current logic of the Up/Down arrows and mouse scroll in the Recruit Creature window counter-intuitive. I feel it should work the other way around:

Up Arrow / Scroll Up = Number going Up

Down Arrow / Scroll Down = Number going Down
