This "bug" will probably disappear when click-grab functionality will be implemented for artifacts, but until then, the delay is quite noticeable. So this can be marked as resolved either if fixed, or if the click-grab functionality will be implemented (and provided that the delay in applying the change in bonuses will be solved as well).
