I failed to reproduce it on normal map in normal enviroment
the bug happened once on VCMI tests 2011 after another bug

I reproduced it a few times, and reproducibility is probably random

Reproducible actually. The unavailable cursor appears over terrain that was recently unavailable (because of FoW or blocking obj). The paths were not updated when needed.
Fixed in r2561.
