It's not a copy, even though the cause of the bug may be almost the same. It cannot be fixed in 0.75 as I have found the bug in 0.75. If you fixed it now, it should be marked as fixed in 0.next.
To avoid any confusion 0000263 was affecting visiting hero and was fixed in 0.75 indeed. But the bug remained for the garrisoned hero (or was only now introduced, I don't know, as I don't remember checking garrisoned heroes when I reported 0000263)
