I think is the same as in original H3, but believe that displaying damage info when checking spellbook on the calm hero would be more nice

Spell damage info should always be associated with the hero owning the spell book (so not only in battle). Only at Mage Guild in towns we have only the basic spell description (as in the above screenshot).
