| Description | Hero with Fly still moving slowly on swamp terrain because of terrain penalty. | ||||
| Steps To Reproduce | 1. Load save file 2. Isra hero has Angel Wings artifact 3. Moving on swamp terrain is still slow. | ||||
| Additional Information | Expected behavior: Roads increase the amount of tiles you can Fly, while terrain penalties are negated. | ||||
