In 0.74c I'm getting the "Cannot build another boat" message as expected. Can you give more details on how to reproduce? Or perhaps a saved game?

Yes, you right it is only if one hero is inside the boat. If the boat is empty the text is correct

I'm not sure about the relationship, because here we have only changed/different text and in 000244 we have missing mechanics of shipyard. But ofc there is relation cause both reports refer to shipyard ;)
