I can confirm the crash for this map.

According to my debugging this happens when removeCapitols is applied for the neutral player. I don't know why it's not able to iterate over all neutral towns, but I am also sure it shouldn't be removing capitols for the neutral towns to begin with.

Verified and confirmed as fixed in 0.75: Both "Viking We Shall Go!" & "Pandora's Box" start without a problem.
