0002213: Creatures should not accumulate in dwellings or neutral towns
Using the vanilla HoMM3 engine, the number of creatures available for hire from a dwelling on the adventure map is capped at that dwelling's weekly production rate. In VCMI, the creatures will instead accumulate over time.

Similarly, in vanilla creatures do not accumulate in neutral towns. In VCMI, they do.
Load any scenario with a creature dwelling close to the starting town. Wait one week before hiring them. There should now be twice as many creatures available for hire than there should be.

This is not a bug. VCMI has dwelling accumulation enabled by default.
You can disable it in config\defaultMods.json.

I still think we could add separate (sub?)mod for that.

I don`t like the design one submod for each configurable parameter, it`s better to add special configuration options to launcher.
