				Quite similar situation here: 
 
"The special victory condition is to capture the Inferno at (74, 61, 1), but this town is already owned by Player 1 (red)." 
If a player, or team, already owns the specified town at the start of the game, the victory condition ‘Capture a specific town’ is satisfied immediately, and the game is over. 
 
Turning off flag "also applies to AI" in editor (Map properties, special victory condition) will fix this. But I don't think that fixing obviously incorrect maps should be done via vcmi. 
 
At most what I can do is to add custom victory conditions similar to what we have in campaigns.			 |
