Actually this one is not reproducible for me. All prisons on this map including those two from screenshot look OK for me - normal prison def's without flags.

Do you have this bug on other maps with prisons?
Can somebody else reproduce this?

I think I got it, bug occurs as soon as the first hero is released from prison.
