Works for me, not sure what's wrong here.

Check directory "Mods/H4 arts - commanders". It must contain two files: mod.json and Content.zip (~ 400 Kb in size) and nothing else.

Does downloading & extracting mod manually fixes this? Download link for this mod:

Well, I downloaded and opened zip archive (400kb) only to figure out it's empty. It says that "original size" was 0 kb. Mod.json is correct, though.

It seems that archive was extracted in "text mode" replacing all '\n' symbols with "proper" Windows-style line endings '\r\n' completely breaking binary archive.
