All elementals seem to be able to get extra turns from morale boosts, and presumably could lose turns through morale penalties too. I think all elementals (and perhaps all undead if not already done so) need to be always specifically set to neutral morale, no matter what artifacts, skills, morale other troops have (including mixing troops penalties), or map sites the hero has visited. |

It could be fixed by adding NO_MORALE abilities for all elementals in config/cr_abils.txt . |

Isn't there special Non Living ability which works similiary to Undead?

Yes, there is (NON_LIVING), actually it seems to be even better than NO_MORALE but both work identically so it's just an aesthetic difference. |

Well, Non_living should also block resurrection and a few more effects I believe. |

Actually NON_LIVING does not do anything except blocking morale effects... anyway, it's not connected with this bug. |

Verified as fixed in 0.81, for all Conflux Elementals, the 4 Golem types and Skeletons, probably valid for the rest as well. |
