Necromancy works fine for me.
Can you upload save made before such battle?
(on Linux saves are in ~/.vcmi/Games/ directory, save game consist from 3 files)

I do confirm that learning stone issue is fixed.
Also, I'm uploading a screenshot of finished battle (raising skeletons dialog).
Game is really okay after that.
I don't understand "locale issue", but yes, there are "ïôüe" etc. letters (looks like Deutsch or Français). |

Yes it's Russian. Some text files in different localizations have a bit different format which may cause problems.
You see those weird letters due to different encoding - your H3 fonts have ASCII encoding while Russian fonts have Win-1251 |
