This sounds more like a feature to me. Moreover, it doesn't ring a bell. In H3 neutral town defenders did not increase in number over the week. Though the report also says "were no monsters at end of previous week", but I'm not sure what that means, so a clarification would be most welcome. :)

This is not identical to H3 behavior but close to it:
1)On game start all towns with default garrison (option in map editor, towns with empty but defined garrison should be omitted)
will have 25% possibility for each of 1-4 tiers to spawn (about 50%-100% of basic growth)

2)every week there is some high possibility (about 90%) that we'll get growth of one creature (either existing one or new one if we have empty slots):
1st month 1-4 level
2nd month 1-6 level
3rd month 1-7 level
additionally we have low chance(10%-25%) for upgrading one slot

Note - Creatures from another towns won't get upgrades\growth

Thanks a lot Ivan. I tried to figure it out by having a couple of weeks pass in front of a neutral town, but nothing changed. Then again, that's the problem with probabilities... :p

Ok, worked in Heroes Complete. However, in WoG chances for upgrade seem significant, but in H3 once all slots are full, it didn't occur (waited 24 months). I may write something, but let's discuss how it should be.
