0000389: Randomized grail positon can be an illegal one
When the position of the grail is randomized, it can get put on an inaccessible tile as shown on the attached picture.

See new 0.92 screenshot. You can load the saved game from 0001226 and go with a hero south east (1-2 days distance) for the first obelisk, to get Puzzle map in the screenshot. The image is not complete (we could use a WOGPALANTIR equivalent), but you can see already the grail would come on tile 0x0 or close. That's wrong for two reasons:
- tile is not accessible (type VCMIEAGLES)
- H3 Grail rules say it should be at least 9 tiles from any edge of the map

(I may update the screenshot if I get far enough with the map to see where the actual mark is... as it could also be a Puzzle Map bug)

Should be fixed rev. 3365, please recheck.

I fixed too close to border positioning as well as grail at 0,0 but was unable to reproduce situation on 1st screenshot (may be fixed already)
